Problem: A salt company is asking the state to expand its operations in the lagoon by granting (for a fee) areas of salt marshes. The groups should organize their arguments in order to present themselves before the government committee and support their positions. In the end the governing committee must decide whether or not to grant the new areas.
Divide into 6 groups:
Group A: Government Committee
Group B: Salt company
Group C: Local ecological organization
Group D: Fishermen’s Union
Group E: Representatives of the troika
6th group: Union of tourist agents
